Sir,

Hongkong, 22nd. July, 1915.

I was surprised this morning with the visit of some Police Officers in my private residence of the Hongkong Hotel. At the same time, the office of the Consulate in my charge was also object of a policial inquiry. To my questions about such strange proceeding, it was shown to me a document in which I was charged as holding "books, newspapers and letters of a seditious matter".

As a Consular official of Peru, I must express you

my astonishment as to the form in which this act has been acomplish- -ed. In fact, the policemen have entered in this Consular office in my absence and without my knowledge and proceeded to examine, not only the papers ɗ a private character but also those of the

official service. If I had been asked as it is customary, to let

the police to make such enquiry, I have given at once all kind of facilities in this sense. This incident is more to be regretted as it is not in harmony with the existing good relations between my

country and Great Britain.

The nature of the suspicions with which I am charged relieve me of taking them into serious consideration as I find them

quite baseless.

I am sure that my Government will deeply deplore this

disagreeable incident.
